Having initiative is to have the ability to do something before it is sent. It is the leader of yourself, is to have their own perceptions and go ahead even if others decide otherwise.
One of the great problems of mankind is the amazing ability to follow the crowd.
I remember the story of Daniel and his friends, even they risking their lives not bowed before the statue of king. While all were on their knees, they were the ones who were standing.
Standing when everyone is standing easy. Our tendence to follow the majority is incredible. It is difficult to be the one. The contrary. Be the "face", or "kiss ass". Follow your convictions and take a step forward when everyone decides to stand still is always tricky. So be proactive is above all a matter of C & C: courage and character.
Remember: Who comes out ahead is most likely to come first. So having quality initiative is essential to get the lead.
